Elle Toney is responsible for the Medicaid Enterprise Systems Modular Transformation (MMT) Program, which is a multi-year, $500M program funded by the Centers for Medicare & Medicaid Services (CMS). MMT is the largest technology-driven program managed by the Maryland Department of Health (MDH) Portfolio Office, and the program’s purpose is to deliver better healthcare outcomes through a large-scale digital transformation with the integration of a modular solution.

Ms. Toney brings a unique combination of experiences to this role including program management, enterprise architecture, and insurance claims operations. Previously she led multiple work streams for a transformation program at T. Rowe Price, where she excelled in building and sustaining strategic stakeholder relationships at all levels and developed a tailored project and change management approach to improve organizational efficiency and efficacy.
