Heidi Robbins Brown is an attorney and nationally recognized expert in Medicaid policy, operations and information systems – who joined CNSI as Vice President of Medicaid Policy and Programs in October 2019. At CNSI, Heidi leads the company’s Client Focus Group and works with the Chief Strategy Officer on corporate mergers, acquisitions and growth. A veteran state Medicaid executive, she is a results-oriented leader who knows how to leverage data to drive collaborative innovations in the health care reform era. Heidi served the Washington Medicaid program for over 12 years as the Deputy Medicaid Director, functioning as Chief Operating Officer, so she understands the entire Medicaid ecosystem across the silos and how each silo across a Medicaid program must work together to drive up health care quality, while controlling costs. While with the state, Heidi oversaw the replacement of the state’s legacy MMIS from concept, implementation and through three years of operations. After leaving state service and before joining CNSI, Heidi worked in health care consulting for two nationally renowned companies specializing in Medicaid Systems and Data Analytics, Cost Containment initiatives - including a large project for the National Governor’s Association to manage the Super-Utilizer population and multiple engagements working with states and health plans on cost containment, compliance and program integrity initiatives.

Heidi was nationally elected for six straight years as President and Vice-President of the National Association for Medicaid Program Integrity. She was part of the team that established the Medicaid Integrity Institute and served as faculty training new state Program Integrity Directors. From 2003-2013 she served on every federal/state advisory and steering committee establishing and overseeing Medicaid anti-fraud, waste and abuse initiatives.
